Can't loosen new quad skates wheels. What am I doing wrong?

I've decided to give quad skates a try and bought some Roller Derby Cobras on Ebay that could be years old but are still in the box. I can't get the wheels to loosen. I use the PowerDyne 3Y wrench and turn the bolt in the center of the wheels. I turn it counter-clockwise over and over and over. The bolt turns. But the wheel doesn't loosen. What am I doing wrong?

    I don't think you're doing anything wrong in particular. The bolt might have been stripped (inside). It's been a while; did you get it solved?
